In addition to enhancing internal R&D capabilities, the Ningbo Municipal Government has also provided policy support for the press industry. In September, the city issued the "Notice on the 2007 Special Project Plan for the Advancement of Key Technological Industries in Key Advantage Industries (First Batch)," which included Haitian Group’s annual output of 3,000 full-electric injection molding machines and 15 technology transformation projects. According to the document, eligible projects will receive 8% financial subsidies based on actual investments in production and testing equipment. Recently, Haitian Group received a national grant of 5 million yuan to develop a precision plastic injection molding visualization experiment platform and a polymer material performance test platform. They will also purchase ultrasonic testing systems, rapid prototyping testing machines, and PVT testing systems, along with simulation design software. With a total investment exceeding 40 million yuan, this project aims to achieve major breakthroughs in energy efficiency, injection speed, positional accuracy, product repeatability, and mechanical noise, significantly narrowing the gap with global standards. Shi Bo, Secretary of the Ningbo Plastics Machinery Association, highlighted at the 2007 China Injection Molding Annual Meeting that becoming a global center for press production, R&D, and new product launches is the key goal for Ningbo’s plastics industry in the coming years. Cultivating talent, increasing R&D investment, and attracting industry leaders are seen as the three main steps toward building a world-class press center. During the “Eleventh Five-Year Plan,” Ningbo aims to accelerate structural adjustments in plastic products. By 2010, the industry is expected to produce 90,000 sets of presses with an industrial output value of 20 billion yuan. The share of new press output is projected to rise from 10% to 30%, reducing reliance on imported large precision presses from almost 100% to 50%, marking a substantial transformation from being a major player to a strong one in the global press industry.
