Increase Investment to Speed ​​up Industrial Development in the Western Region

The western region of China is set to accelerate industrial development during the "11th Five-Year Plan" period, with infrastructure projects entering a golden phase. In Xinjiang Uygur Autonomous Region, industrial investment is expected to grow at an annual rate of over 20%, totaling 480 billion yuan over five years. Yinchuan City in Ningxia plans to invest more than 10 billion yuan in industry this year, while the Tibet Autonomous Region, which has a weaker industrial base, aims to allocate 39.5 billion yuan for major infrastructure projects like transportation, energy, water conservancy, and communications. Among these, 25 new projects are planned, with a total investment of 11.8 billion yuan. Xinjiang’s technological reform investments reached 250 billion yuan during the "11th Five-Year Plan," up from 78 billion yuan during the previous plan. This represents a significant increase, with technological transformation accounting for 42% of overall industrial investment. The regional government has emphasized the need to establish new mechanisms for technological transformation, boost enterprise autonomy, and enhance innovation capabilities. It also aims to promote industrial modernization by focusing on key sectors such as petrochemicals, coal, and high-tech industries. In Yinchuan, the city is targeting 8 billion yuan in industrial investment this year, with a goal to exceed 10 billion. Over 140 projects will be implemented, including 40 major ones exceeding 50 million yuan. Projects like the starch and monosodium glutamate production lines at Ningxia Yipin Group, and cashmere fabric production at Dehai Ningxia Tujia, are among those set to begin construction. The city is also focusing on improving industrial parks and supporting key enterprises, while promoting circular economy practices to reduce energy consumption by around 10%. Tibet plans to launch 66 key projects this year, with a total annual investment of 10.8 billion yuan. These include 28 transport projects, 9 agricultural and forestry initiatives, 6 energy projects, and 15 social development projects. Major infrastructure projects such as the Zhikong Power Station, Shiquanhe Power Station, and the reconstruction of Tibet University are under progress. Key roads and bridges, along with the Bahe Hydropower Station and Gongbu Nature Reserve, are also being prioritized to improve connectivity and economic growth in the region. Overall, the western regions are making significant strides in industrial and infrastructural development, aiming to foster long-term economic growth and self-sufficiency.
