The Nanning Environmental Protection Bureau released the first quarter of this year for the non-examination of in-car vehicles for environmental pollution inspection of exhaust pollution: the rate of compliance with gasoline vehicles is high, and the status of diesel vehicles is not satisfactory.
The emission reduction of nitrogen oxides in motor vehicles is one of the four binding indicators of the national “Twelfth Five-Year Plan” pollution reduction. The State Council expressly stipulates that "the annual inspection of motor vehicles in use shall be strengthened, and environmentally-friendly vehicles shall not be issued for vehicles that fail to meet the standards, and shall not be driven on the road." To this end, the Nanning Environmental Protection Bureau and the municipal public security, transportation, quality supervision, price and other departments since January 1, 2015, the city's non-examination of the use of motor vehicles within six years of the implementation of strict simple conditions of the law, exhaust pollution, environmental protection test. As of March 31, the city had detected a total of 48.542 million vehicles. From the inspection situation, the total inspection rate of gasoline vehicles is 93.6%; the total number of diesel vehicles is 7444, and the total compliance rate is 72.5%. Among them, the total inspection rate of light diesel is 61.6%.
The analysis shows that the gasoline vehicle has perfected exhaust gas treatment technology, and the vehicle that fails to meet the standard can basically meet the national standards after one maintenance or secondary maintenance. The first-time detection and maintenance of diesel vehicles is not satisfactory.
According to analysis, the main factors that some diesel vehicles do not meet the standard are divided into two categories: First, because the exhaust smoke value exceeds the national standard and does not meet the standard. Due to the neglect of maintenance and maintenance, such vehicles do not really follow the maintenance regulations of the vehicle, and do the maintenance and repair of the exhaust system, resulting in the vehicle not detecting the standard. Under normal circumstances, after maintenance, the basic inspection can be achieved at the time of re-inspection. Second, because the output power of the vehicle does not meet the standard. Since the calibration power of this type of vehicle is not up to the rated power specified by the standard at the time of shipment, when the exhaust gas is detected, the rated power rating cannot be reached under the rated speed state, so the analytical instrument cannot read the data during the test, or The data read does not meet the conditions and requirements specified by the testing standards. Such vehicles are commonly known as fake national standard vehicles in the market, that is, the national II car is sold as a national III, and the national III car is sold as a national IV model. Such a vehicle is difficult to meet the national standards even after overhaul.
For some citizens questioning the reliability of testing quality, the person in charge of the Environmental Protection Bureau said that all motor vehicle environmental testing stations have been included in the unified supervision of the vehicle's exhaust pollution detection and management remote monitoring information system. The bureau also ensures that the inspection process is standardized and the test data is true and effective by strengthening technical guidance, testing and enforcement, and monitoring the exhaust gas detection data and monitoring screens. At the same time, the bureau will also supervise the environmental testing of motor vehicles at various test stations from time to time.
