Layoffs coming to Carpentersville

The Daily Herald has published an article discussing a budget shortfall in Carpentersville and the resulting layoffs: Carpentersville officials have announced village-wide layoffs and other cost-cutting measures to address a projected $400,000 deficit. According to Village Manager J. Mark Rooney, the village plans to lay off two full-time firefighters, a part-time records clerk in the police department, a community service officer, and a part-time ambulance billing clerk. Rooney emphasized that this is the current plan, but added that circumstances could change depending on the state’s financial situation and declining sales tax revenues. This would be the first round of layoffs since 2011. There is potential for the two firefighters to be rehired if a federal grant for four additional firefighters is approved. The village is updating its application to request two more firefighters and funds to retain the others, according to Rooney. Firefighters’ union leader Lt. Rick Nieves of International Association of Fire Fighters Local 4790 said the union will fight to keep the employees employed. In addition to the layoffs, the village will not fill three part-time roles in finance, IT, and fire departments. Two code enforcement officers will be cross-trained to cover two community service officer positions, as confirmed by Public Safety Director Al Popp. The two affected firefighters have a combined eight years of service and are the least senior among the 32 in the department, Nieves noted. Their last scheduled day is March 28. Rooney estimates the changes will save between $235,000 and $245,000, with more savings expected in the future. He cited declining property values, economic challenges, and rising union contract costs as the main reasons behind the cuts. The fire department layoffs come just two months after the village and its full-time firefighters resolved a contract dispute over staffing levels at the three stations. If the union fails to prevent the layoffs, the department will have 30 full-time firefighters and 28 part-timers. Nieves expressed surprise at the decision, saying the recent contract negotiations had already addressed staffing concerns. He claimed the contract language was sufficient to protect the two firefighters. Rooney stated the layoffs won’t affect public safety, citing current staffing levels, mutual aid agreements, and the flexibility to use part-time staff as needed. Thanks, Dan.
