Commercial Car Energy Saving is a Long Way to Go

In order to further implement the scientific concept of development, and to promote resource conservation and environmental protection, the Chinese government has issued a notice aimed at enhancing energy efficiency, alleviating the pressure on oil and electricity supplies, and supporting sustainable economic and social development. This notice, released by the State Council, emphasizes measures to save fuel and electricity, with a particular focus on commercial vehicles. The notice outlines several key strategies, including stricter vehicle elimination policies, improved transport management, enhanced public transportation systems, and more rigorous fuel economy standards. Experts from various institutions have shared their insights on these measures, highlighting both their potential benefits and challenges. One of the core aspects of the notice is the accelerated retirement of old buses in major cities, which are required to be retired 2–3 years ahead of the standard schedule. However, this policy raises concerns about its practical implementation, as it lacks clear definitions for what constitutes an "old bus." Without specific guidelines, there is a risk of misapplication, potentially leading to unnecessary costs and resource waste. Another important measure is optimizing road transport management by increasing the intensity of operations and setting strict fuel consumption quotas. For example, buses with a load factor below 70% will not be allowed to expand capacity. While this could help reduce fuel use, it may also hinder the development of new routes and services, especially in areas where demand is low. The notice also calls for significant improvements in public transportation, such as accelerating the construction of bus rapid transit (BRT) systems and implementing priority lanes and traffic signals for public transport. These initiatives aim to improve efficiency and encourage more people to use public transport, thereby reducing private vehicle usage and fuel consumption. Experts like Wang Jian and Zhen Zhenqing agree that developing public transport is a crucial step toward energy conservation. However, they also emphasize the need for clearer regulations and better alignment with market conditions. In some regions, current public transport systems are underdeveloped, and without proper support, the goals outlined in the notice may not be achievable. Regarding fuel economy standards, the notice highlights the importance of updating and enforcing limits for both light and heavy commercial vehicles. While existing standards have already contributed to reduced fuel consumption, experts warn that overly strict limits could place undue pressure on domestic manufacturers. A balanced approach is needed to ensure both environmental benefits and industry sustainability. Additionally, the notice encourages the promotion of drop-and-hook transportation, a method widely used in Europe and North America. Despite its efficiency, this mode of transport remains underdeveloped in China due to regulatory and infrastructural challenges. Improving trailer licensing, road maintenance fees, and insurance systems is essential for its successful implementation. Overall, while the notice provides a strong foundation for improving energy efficiency and reducing emissions, its success depends on effective implementation, clear guidelines, and ongoing collaboration between government agencies and industry stakeholders. With continued efforts, China can move closer to achieving its energy-saving and environmental goals.
