In some cities, the retirement period for old buses must be two to three years earlier than the standard. However, this approach raises concerns about its practical implementation. For instance, the lack of clear definitions for what constitutes an "old bus" could lead to misinterpretation and unnecessary waste. Experts suggest that more detailed regulations are needed to ensure fairness and avoid unintended consequences.
Another important measure involves optimizing transport management and increasing transportation intensity. The notice suggests that new capacity will not be added for buses operating below a 70% load factor. Some experts argue that market conditions should guide such decisions rather than rigid rules.
Improving public transportation is also a central part of the plan. The government encourages the development of bus rapid transit systems, priority lanes, and integrated transport networks.
